The Reefer Madness Bulletin

Weekly Dispatch, Duly Filed

Good morning, citizens — it's Friday, July 31.

Texas's long war on manufactured hemp THC ends today with a ban, while in Washington the fate of marijuana's federal schedule sits quietly on one desk.

Also in this week's Bulletin: a Kansas family moves into a house insulated by a reservation's hemp crop (The Hemp Frontier), lawmakers on two continents race to ID-check your teenager's chatbot (Madness Watch), and Bob Dylan plugs in a guitar sixty-one years ago this week (Historybook).

Don't keep the evidence to yourself — forward this to a fellow citizen. Send it to someone →

The Big Story

The Verdict Waits

Federal hearings on rescheduling marijuana out of Schedule I wrapped last week, with the DEA itself arguing for the move — citing documented medical benefits and cannabis's comparative safety against alcohol and tobacco. Opposition came from groups like Smart Approaches to Marijuana and several state delegations, who testified against loosening the drug's federal status.

The hearings are over; the decision is not. It now rests entirely with the DEA Administrator, who faces no deadline and no obligation to rule quickly — leaving an industry, a medical establishment, and forty state legal markets waiting on one signature. More

The Week In Weed

Texas Pulls The Plug. As of today, Texas is reclassifying delta-8, delta-10, and other manufactured hemp-derived THC as controlled substances with criminal penalties, following a state Supreme Court ruling — though naturally occurring delta-9 THC remains legal under the federal hemp definition. More

Bishop Arts Goes Dark. Shops like Molly Mathias's women-led Go Easy in Dallas are closing for good as the ban takes hold, ending years of shops navigating the state's shifting hemp rules since Texas itself legalized the industry in 2019. More

The Hemp Frontier ★

Ninety Years, One Code Line. The material effectively sidelined for nearly a century by the same drug-war climate that outlawed marijuana just got a code win: the International Code Council approved hemp-lime construction for the 2024 International Residential Code, citing insulation performance up to 15 times better than concrete plus centuries of stored CO2. Ninety years of prohibition delayed exactly this. More

Kansas Gets Its House. A nearly finished two-bedroom Habitat for Humanity home in Ogden, Kansas has hemp-based insulation in its floor, walls, and roof — grown on the Prairie Band Potawatomi Reservation since 2020 and funded through a Kansas State University grant. More

Printing A Hurricane-Proof Wall. Texas A&M, backed by a U.S. Department of Energy ARPA-E grant, is developing large-scale 3D-printed, net-carbon-negative residential and commercial buildings made from hempcrete — engineered designs meant to withstand hurricanes and earthquakes alike. More

Madness Watch ★

Beds, Beds, More Beds — And Still No Room. Critics argue the push for more psychiatric beds is itself a moral panic — waitlists are exploding anyway, with Oklahoma's up 58% in a month and Missouri's more than doubled since 2023, even in states that added forensic capacity. More

Manitoba Draws A Line. Manitoba's premier says his province will be first in Canada to ban kids from both social media and AI chatbots, while the federal Culture Minister told a House of Commons committee Ottawa has "no choice" but to act — critics call it a full-blown moral panic. More

Show Us Your Papers, Chatbot. Sen. Josh Hawley's GUARD Act, advanced out of Senate Judiciary and co-sponsored by Sen. Richard Blumenthal, would require anyone using an AI chatbot to verify their identity and ban minors from AI companion products outright — with no parental opt-out, critics warn it's a Trojan horse for universal online ID checks. More

Westminster Eyes Canberra's Playbook. UK PM Keir Starmer is reportedly moving toward a rapid, Australian-style ban on social media for under-16s, along with new curbs on AI chatbots. More

Historybook

1937: FDR signs the Marihuana Tax Act, launching federal cannabis prohibition in all but name; 1965: Bob Dylan plugs in an electric guitar at the Newport Folk Festival, splitting the folk-purist crowd and marking a hinge point for counterculture; 1971: George Harrison's Concert for Bangladesh fills Madison Square Garden, a landmark of rock-era activism.

"Puritanism: The haunting fear that someone, somewhere, may be happy."
— H.L. Mencken

Behind The Name: "Reefer Madness" began life in 1936 as government-funded propaganda so overwrought — marijuana turning teenagers into hit-and-run killers and pianists into maniacs — that it collapsed into camp. Rediscovered decades later, it became shorthand for every moral panic dressed up as public health. The musical laughed it into cult status; this Bulletin keeps the file open.
